📊 JCM Memorandum on 8th Pay Commission (2026)

This detailed report is based on the official memorandum submitted by the National Council (JCM) to the 8th Central Pay Commission on 14 April 2026.

1. Core Philosophy of Pay Revision

JCM emphasizes that salary is not just compensation but ensures dignity, motivation, and efficiency. Government must act as a model employer ensuring fairness and transparency.

2. Scientific Minimum Wage Formula

JCM rejects old 3-unit family concept and proposes 5-unit family model:

  • Employee: 1 unit
  • Spouse: 1 unit
  • 2 Children: 1.6 units
  • Parents: 1.6 units
👉 Total Family Units = 5 Units
👉 Based on Social Security Code 2020

3. Nutrition & Living Standards

  • Old norm: 2700 Kcal ❌
  • New recommended: 3490 Kcal (ICMR)

Diet must include:

  • Milk: 30–35 litres/month
  • Protein (Eggs, Meat, Fish)
  • Fruits & Vegetables
  • Balanced nutrition
