In a major development affecting thousands of government school educators in the national capital, the Govt. Schools Teacher's Association (GSTA), Delhi has officially moved a representation to the Union Public Service Commission (UPSC). The association is urgently requesting a postponement of the upcoming Combined Recruitment Test (CRT) for 828 vacancies of Principals and Vice-Principals, currently slated for November 1, 2026.
Signed by GSTA General Secretary Ajay Veer Yadav, the letter highlights that a vast majority of the eligible PGT and TGT candidates have been continuously deployed on intensive Booth Level Officer (BLO) and BLO Supervisor duties since April 2026 for the Special Intensive Revision (SIR) of electoral rolls. Compelled to balance rigorous fieldwork outside school hours with regular academic responsibilities, affected teachers face a stark systemic disadvantage. GSTA has appealed for a 4 to 6-week rescheduling window to ensure all candidates can compete on an equitable footing.

Subject: Request for postponement/rescheduling of the Combined Recruitment Test for the posts of Principal and Vice-Principal scheduled on 01.11.2026 in view of compulsory BLO/BLO Supervisor duties during Special Intensive Revision (SIR) of electoral rolls
Reference: UPSC Special Advertisement No. 51/2026 dated 24.07.2026 for recruitment to the posts of Principal and Vice-Principal in the Education Department, Government of NCT of Delhi.
Respected Sir,
With utmost respect, GSTA, representing Government school teachers of Delhi, respectfully submits that the Union Public Service Commission, vide the above-mentioned advertisement, has notified 124 vacancies of Principal and 704 vacancies of Vice-Principal, totaling 828 posts, in the Education Department, Government of NCT of Delhi. The Combined Recruitment Test (CRT) for these posts is presently scheduled to be held on 01.11.2026.
A large number of serving teachers of Delhi Government schools, who are eligible and prospective candidates for these posts, have simultaneously been deployed as Booth Level Officers (BLOs) and BLO Supervisors in connection with the ongoing Special Intensive Revision (SIR) of electoral rolls. The SIR is a time-bound and intensive electoral exercise requiring BLOs to undertake extensive field verification, visit electors, verify and collect prescribed documents, complete statutory forms, upload electoral information and submit reports within fixed timelines.
These teachers have been continuously performing BLO/BLO Supervisor duties since April 2026. As their regular school hours are necessarily devoted to teaching, academic and institutional responsibilities, a substantial part of the SIR-related work has to be carried out before or after school hours, on weekends and public holidays and, wherever directed, during the entire working day. Consequently, teachers engaged in this compulsory public duty have had very limited time and opportunity for systematic preparation for the UPSC recruitment examination.
The matter assumes greater significance because the recruitment itself relates to the Education Department, GNCT of Delhi, and serving PGTs/TGTs constitute a major pool of eligible candidates. For the post of Vice-Principal, the prescribed experience includes two years' service as a PGT or three years' service as a TGT. Thus, a substantial number of the very teachers eligible for these promotional/career advancement opportunities are presently occupied with compulsory SIR duties assigned by the Election authorities.
The difficulty being faced by these teachers is therefore not attributable to any personal reason or lack of diligence. It arises directly from the discharge of a compulsory, sensitive and time-bound public responsibility entrusted to them by the Government/Election authorities. The continuation of the intensive phase of SIR duties immediately preceding the examination has placed such teacher-candidates at a genuine disadvantage in comparison with candidates who are not burdened with similar additional public duties.
GSTA fully acknowledges the importance and priority of election-related duties and is not seeking exemption of teachers from BLO/BLO Supervisor responsibilities. The Association's limited submission is that teachers who are faithfully discharging an important compulsory public function in the interest of the electoral process should not, for that reason, be deprived of a fair and reasonable opportunity to prepare for an important avenue of career advancement.
In view of these exceptional circumstances, GSTA, Delhi respectfully requests the Commission to postpone/reschedule the Combined Recruitment Test presently fixed for 01.11.2026 by an appropriate period, preferably four to six weeks, so that the intensive phase of the ongoing SIR exercise may substantially conclude and the affected teacher-candidates may have a reasonable opportunity to prepare and compete on an equitable footing.
It is, therefore, sincerely requested that the Commission may kindly consider this representation sympathetically in the interest of fairness, equal opportunity and administrative equity, and take an appropriate decision at the earliest.

आदरणीय महोदय,
अत्यंत सम्मान के साथ, दिल्ली के सरकारी स्कूल शिक्षकों का प्रतिनिधित्व करने वाला संगठन 'जीएसटीए', सम्मानपूर्वक यह सबमिट करता है कि संघ लोक सेवा आयोग ने उपरोक्त विज्ञापन के माध्यम से शिक्षा विभाग, दिल्ली सरकार में प्रधानाचार्य के 124 पदों और उप-प्रधानाचार्य के 704 पदों, कुल 828 पदों पर रिक्तियां अधिसूचित की हैं। इन पदों के लिए संयुक्त भर्ती परीक्षा (CRT) वर्तमान में 01.11.2026 को आयोजित की जानी निर्धारित है।
दिल्ली सरकार के स्कूलों के बड़ी संख्या में कार्यरत शिक्षक, जो इन पदों के लिए पात्र और संभावित उम्मीदवार हैं, उन्हें मतदाता सूचियों के चल रहे विशेष गहन पुनरीक्षण (SIR) के संबंध में बूथ स्तर के अधिकारियों (BLO) और बीएलओ सुपरवाइजर के रूप में तैनात किया गया है। एसआईआर (SIR) एक समयबद्ध और गहन चुनावी प्रक्रिया है, जिसमें बीएलओ को व्यापक फील्ड वेरिफिकेशन करना, मतदाताओं के घर जाना, निर्धारित दस्तावेजों को सत्यापित और एकत्र करना, वैधानिक फॉर्मों को पूरा करना, चुनावी जानकारी अपलोड करना और निश्चित समय सीमा के भीतर रिपोर्ट जमा करना अनिवार्य होता है।
ये शिक्षक अप्रैल 2026 से लगातार बीएलओ/बीएलओ सुपरवाइजर के कर्तव्यों का पालन कर रहे हैं। चूंकि उनके स्कूल के नियमित घंटे शिक्षण, शैक्षणिक और संस्थागत जिम्मेदारियों के लिए समर्पित होते हैं, इसलिए एसआईआर से जुड़े काम का एक बड़ा हिस्सा स्कूल के घंटों से पहले या बाद में, सप्ताहांत (Weekends) और सार्वजनिक छुट्टियों पर तथा जहाँ भी निर्देश दिया जाता है, पूरे कार्य दिवस के दौरान करना पड़ता है। नतीजतन, इस अनिवार्य सार्वजनिक कर्तव्य में लगे शिक्षकों को यूपीएससी भर्ती परीक्षा की व्यवस्थित तैयारी के लिए बहुत ही सीमित समय और अवसर मिल पाया है।
यह मामला इसलिए अधिक महत्वपूर्ण हो जाता है क्योंकि यह भर्ती स्वयं शिक्षा विभाग, दिल्ली सरकार से संबंधित है और कार्यरत पीजीटी (PGT)/टीजीटी (TGT) ही इसके पात्र उम्मीदवारों का मुख्य पूल हैं। उप-प्रधानाचार्य के पद के लिए, निर्धारित अनुभव में पीजीटी के रूप में दो साल की सेवा या टीजीटी के रूप में तीन साल की सेवा शामिल है। इस प्रकार, इन पदोन्नति/कैरियर उन्नति के अवसरों के लिए पात्र शिक्षकों की एक बड़ी संख्या वर्तमान में चुनाव अधिकारियों द्वारा सौंपे गए अनिवार्य एसआईआर (SIR) कर्तव्यों में व्यस्त है।
इसलिए इन शिक्षकों द्वारा सामना की जा रही कठिनाई किसी व्यक्तिगत कारण या परिश्रम की कमी के कारण नहीं है। यह सीधे सरकार/चुनाव अधिकारियों द्वारा उन्हें सौंपी गई एक अनिवार्य, संवेदनशील और समयबद्ध सार्वजनिक जिम्मेदारी के निर्वहन से उत्पन्न हुई है। परीक्षा के ठीक पहले एसआईआर कर्तव्यों के गहन चरण के जारी रहने से ऐसे शिक्षक-उम्मीदवारों को उन उम्मीदवारों की तुलना में वास्तविक नुकसान हुआ है जो इस तरह के अतिरिक्त सार्वजनिक कर्तव्यों के बोझ से मुक्त हैं।
जीएसटीए चुनाव संबंधी कर्तव्यों के महत्व और प्राथमिकता को पूरी तरह स्वीकार करता है और शिक्षकों को बीएलओ/बीएलओ सुपरवाइजर की जिम्मेदारियों से छूट नहीं मांग रहा है। संघ का सीमित सबमिशन केवल यह है कि जो शिक्षक चुनावी प्रक्रिया के हित में एक महत्वपूर्ण अनिवार्य सार्वजनिक कार्य को ईमानदारी से निभा रहे हैं, उन्हें इस कारण से कैरियर में उन्नति के एक महत्वपूर्ण अवसर की तैयारी के उचित मौके से वंचित नहीं किया जाना चाहिए।
इन असाधारण परिस्थितियों को देखते हुए, जीएसटीए, दिल्ली सम्मानपूर्वक आयोग से अनुरोध करता है कि वर्तमान में 01.11.2026 को निर्धारित संयुक्त भर्ती परीक्षा को एक उचित अवधि, अधिमानतः चार से छह सप्ताह के लिए स्थगित/पुनर्निर्धारित किया जाए, ताकि चल रहे एसआईआर अभ्यास का गहन चरण काफी हद तक समाप्त हो सके और प्रभावित शिक्षक-उम्मीदवारों को समान स्तर पर तैयारी करने और प्रतिस्पर्धा करने का उचित अवसर मिल सके।
इसलिए, ईमानदारी से अनुरोध है कि आयोग निष्पक्षता, समान अवसर और प्रशासनिक न्याय के हित में इस प्रतिवेदन पर सहानुभूतिपूर्वक विचार करे और जल्द से जल्द उचित निर्णय ले।
