Procedure and formats of all documents to be submitted to get NOC to visit Abroad in 15 working days.

Every Year, So many teaching Staff has to visit in the foreign country either to meet his/her son/daughter/Husband/wife living there or for tourism. To Visit the Foreign Country, a employee has to apply for 'NO OBJECTION CERTIFICATE' from the department. But to get the NOC from department is not an easy task. The Clerical Staff make several Objections and not interested to move the file on time.

To get NOC, an employee has to apply online as well as offline. Some employee don't know the proper process and they apply only online and relaxed and ultimately, they don't get the NOC.

DSTF has made all the format of documents for the teachers to be submitted for NOC. Now Follow the following procedure to get the 'NOC' in time. If you have enough time before visit abroad, apply two month before the tentative date of visit. 
But if you don't have enough time, You follow the following procedure to get the 'NOC' in time.

  1. First of All apply for the the Distt. Level Vigilance by mentioning the purpose as' For abroad Visit/for applying VISA. Please don't forget to write the EMAIL ADDRESS of your school on the Vigilance Form as the Vigilance Report will be sent on the Email by the Distt.
  2. Meanwhile apply for the Station Leave if going in Summer Vacation and also for leave if not going in summer Vacation.
  3. Now download the following documents to be sent in the Distt. for NOC and get it signed from HOS.
  4. After receiving the Vigilance from the Distt., Scan all the documents as per Checklist and make a one PDF file to be uploaded when filling the Online form for NOC.
  5. Now Login with your Emp. ID and password on the MIS on edudel.nic.in site and fill the NOC form online and you have to upload all the documents PDF made earlier.
  6. After applying Online, Now ask the HoS to Forward the Online form to DDE for further Necessary Action and Also the make the file of the all the documents as per the check list and send it to the DDE (Zone) for further N/A.
Please don't forget to countersign of HoS on all Pages of the files. If You follow the Procedure as written You will get the NOC in 15 working days.

7.

The expenses of the trip will be Borne by……………………and …………………………. And or sponsored by………………………………….

 

8.

The bank statement of employee and his/her spouse of having balance of Rs………………be enclosed.

 

9.

Vigilance Clearance report upto Distt leave /HQ/DoV level must write EMAIL ADDRESS OF THE SCHOOL on the VIGILANCE FORM.

 

10.

Certificate from HoS concerned that entry regarding Character and Antecedents have been made in the Service Book of applicant and found nothing adverse.

 

11.

Certificate that the official has not overstayed in the foreign visits made earlier.

 

12.

Undertaking by the Officer/Official that he/she will not extend leave.

 

13.

Undertaking by the officer/official that he/she would do the seminar/training etc. after his/her return from the foreign visit, if needed.

 

14.

Undertaking from employee concerned that no court case is pending against him/her.

 

15.

Certificate from HoS concerned that no court case is pending against employee as per school record.

 

16.

Application for Station leave during summer Vacation duly recommendation by HoS.

Affidavit from the employee.

The duly attested copy of last page of service book

Online proforma present on the  MIS on www.edudel.nic.in See O.M.11013/07/2004-Estt(A) Dt. 05/10/2004

The case may be submitted on personal file of the individual as per circular issue by DDE

On Note Sheet recommendation of the HoS School level and concerned DDE Zone.

 

22.

That all DDE should ensure that such foreign visits along with leave taken (Ex-India) in past are entered in their service book and ensure that leave taken has been debited from their leave account. 

 

23.

That all such cases will be placed /forwarded in their personal file along with Service Book indicating the number of visits made abroad in that particular calendar year as well as in whole service tenure. NO NEED TO send service Book to Distt.

 

24.

That tentative expenditure on account of such foreign tour including 0boarding /lodging along with documents to substantiate such expenditure should be available.

 

25.

That all DDE’s are further requested to adhere to all instructions (including time schedule to toward the case at least two weeks before the date of departed in addition to other instruction contained in circular No. F.A. (35)/0708/Edu/GOC/69 dated 03/01/08
