Subject: Payment of the transport allowance (TA) for the month of April 2020
Honourable Sir,
The GSTA (Government School Teachers Association Delhi) would like to draw your kind attention to the circular No F.No 7(2)/AO(Cash)/19-20/516, dated.13th May 2020 issued by the Cash Branch of DOE regarding the subject cited above asking the officers/officials working in DOE Delhi to fill a proforma ensuring their at least one day's attendance in the month of April 2020 to claim Transport Allowance for the same month.
In this connection the undersigned wish to refer some facts for your kind review why the transport allowance of the teachers should not be deducted for the month of April 2020.
(1) As per the Government of India, Ministry of Finance, Department of Expenditure Office Memorandum No 22/05/2017/E.II( B) dated 7th July 2017 at point No 3,F says about the admissibility of TA to vacation staff that
" Vacation staff is entitled to Transport Allowance provided no free transport facility is given to such staff. However, the allowance shall not be admissible when such vacation spell, including all kinds of leave cover the whole calendar month (s)." (Copy enclosed)
Kendriya Vidyalaya Sangthan (KVS) in its letter No F.16265/16245/लेखा/के. वि. सं.( च सं)/2020-21 dated 20/04/2020 has issued order to the principals of all the schools in Kendriya Vidyalaya Sangthan to release the transport allowance to the teaching staff who could not attend their respective schools during lockdown/ curfew due to COVID 19 during the month of April 2020. (Copy attached).
In the present situation during the Month of April 2020 it was neither Vacation nor any kind of leave. So, the transport allowance for the month of April 2020 can't be deducted from the salaries of vacation staff ( teachers of DOE).
(2) As per the orders of the department/ DM/SDM most teachers were deployed at COVID 19 duties at various centres ( Quarantine Centres, Shelter Homes , Ration Distribution Centres, Hunger Relief Centres etc) established by the Delhi Government and thousands of them are still there rotationally.
Should the transport allowance of the person be deducted who is doing duty by the authority's order at COVID 19 centre without caring for his/ her own life ? Should he/she not be considered "on duty"
(3) From 19th March to 8th May 2020 almost all the teachers were busy taking online classes of their respective classes, especially Board classes following the time tables of their schools according to the circular and guidelines of the department. They are still doing the same. The teachers have maintained to connect the students online and not let their time go waste during extreme emergency caused by the COVID 19.
The teachers doing every duty with such commitment should have been honoured. Instead they are being threatened that a part of their salaries (TA) shall be deducted.
You are therefore requested to look into the matter personally keeping the association's concerns in view and make necessary arrangement so that Transport Allowances of the teachers may not be deducted for the month of April 2020.
