Sir/Madam,
Here is a brief report on views and suggestions submitted to you for your perusal and consideration by AIKVTA a recognized teachers’ association in Kendriya Vidyalaya Sangathan.
Kendriya Vidyalya Sangathan is an autonomous organization under the Ministry of Human Resource Development, Govt., of India. It functions according to CCS and FR rules of central government and adopts pay structure recommended by the central pay commissions.
The overall view of the 7CPC recommendations is highly discouraging with special reference to the teachers of Central schools. Very low fitment benefit and huge increase in deductions and abolition of some allowances resulted  in very less increase in the gross salary of the employees which is equal to a few increments in 6CPC scales which cannot satisfy the financial needs of employees in next 10 years period. 7 CPC mainly focused on fiscal concerns of government but the working conditions of the employees such as all India transfers, working in cities with very high cost of living   are not taken into consideration. The gap between the emoluments of state governments such as Andhra Pradesh , Telangana and the employees of Central Government offices is very high.
Kendriya Vidyalya are very reputed institutions spread all over India which strictly follow the reforms in the field of education suggested by NCERT. They have grown to the level of institutes of excellence catering to the educational needs of children belonging to different strata of the society.
 VIEWS AND SUGGESTIONS OF TEACHERS OF KENDRIYA VIDYALAYA
1. ITMENT
7cpc suggested 2.57 factor to arrive at the new basic pay in the matrix .It is arrived 32% increase on the Pay in Pay band + Grade pay and neutralization of 125% of D.A including expected D.A as on 01.01.2016. It results in the increase of 14.28.%on the gross salary which is very less amount. As deductions are increased, hike in the net salary is approximately equals to two increments in previous scale. For example for an employee with basic pay(Rs.17140+Rs4600) hike in net salary is Rs 1550/-.It is a very difficult situation to manage with this hike for 10 years facing all financial obligations  and to live in cities . In some states (Andhra Pradesh and Telangana) in recent pay revision  43% hike in the salary of their employees is granted  for a period of 5 years. Hence a minimum of 3.0 factor is to be granted by the government to arrive at the new basic  pay so that hike in the gross salary come to 30%.
 2. UP GRADATION OF PAY SCALES
 A) We expected improvement of pay package of central teachers. But 7 CPC expressed the view that the pay of teachers was up graded by 6CPC. In fact the up gradation was not completely implemented. Only the benefit of grade Pay was given for teachers but their pay was not fixed in the upgraded pay scales. As a result the up-gradation of pay scales was remained an eye wash. All the teachers hoped the their condition will be improved in 7CPC recommendations but they are left with disappointment
B) Subsequently KVS issued a circular for fixation of pay in the up graded pay scales comparing with other central government offices and it was withdrawn after some time without any reason. As a result justice is not done to teachers in true spirit.
C)  ence  the  pay scales of teachers in central government schools are to be improved with a proper criterion for pay fixation.It is also the appeal of the youth to our Honorable Prime minister Sri Narendra Modi on occation of teachers day to attract people to the proffession
3. GRANT OF MACP
(A) MACP is not granted to the teachers of kendriya vidyalayas without any valid reason. The same is granted to the office staff and officers of KVS and only teachers are left without any benefit. Financial up gradation is followed for KVS teachers after completion of 12 years and 24 years of service in the same cadre without any benefit of any increment [ Fixation as per FR 22 (a) (i)]. In majority of case first promotion is offered after completion of 25 to 28 years i.e. after granting selection grade scale( on completion of 24 years).If an employee gets functional promotion after grating selection scale his/her pay is again fixed as per FR 22(a) (i) without granting an increment for taking up of higher responsibilities. As a result the pay of  the employee is reduced on granting financial up-gradation.  It ridiculous  and unbelievable situation arising due to faulty rules and implementation of rules applicable to ACP partially to financial up gradation.It is unfortunate that some teachers requested not granting selection scale to protect their pay some teachers request the authorities for pay protection after completion of 25 to 30 years of service. Even Swamy’s publishers could not give any clarification as KVS follows peculiar rules in this regard as it is autonomous body. Autonomy in majority situations is being used for penalizing and putting the employees in disadvantage position. Some of the employees are denied financial up-gradation for not having qualification for promotion basing on the rules of ACP. Hence MACP is to be granted to the employees KVS (autonomous organization) to protect the teachers from financial loss and dissatisfaction in their service. It is the only solution to clear discrepancies.
B)  7 CPC  recommended that MACPS is performance based. If it performance based it is not assured to all the employees. Performance of an employee is based on different factors. There is no fixed criterion for awarding APAR rating. So it is based on perception of an individual. There is a chance for exploitation of employees which has a detrimental effect on the performance of an employee. Hence MACP is to be granted to all the employees without linking to the performance 
C)  Financial up gradation is to be give in 4 stages i.e. after completion of 8, 16, 24,and 32 years as it is granted to state government employees to prevent stagnation and to extend financial support to the employees who are working in difficult working conditions compared to the employees of state governments. The pay structure of employees of state government is also recommended by the competent people. When they feel it reasonable and necessary why cannot central pay commission and Govt., feel it.
 4. ANNUAL INCREMENT
As the deductions are increased the annual increment is to be fixed @ 4% on the basic pay to extend financial support the employees. In each pay revision annual increment is raised three times approximately. The cost of living in all the places shows a sharp increase in all sectors but no special benefit is given in this pay revision
 5. ALLOWANCES
A) Transport allowance transport allowance is projected with higher figures by simply adding the D.A on the previous rates. In urban areas even public transport very high. Hence it needs revision with a minimum of Rs 3000/- per month.
B) CCA:  Government is trying to develop many cities as smart cities which involve very high expenditure in the years to come. Construction of roads, flyovers, beatification of cities increase financial burden on the residents in the form of taxes, surcharges etc. So restoration of CCA in the prevailing situation becomes need of the hour to support the employees. Hence It suggested that CCA must be restored with reasonable rates of minimum of Rs 2000/-per month
6. MEDICAL FACILITY
 Medical facilities such as health insurance or health schemes like CGHS are to be extended to all the employees and where there are no CGHS fixed amount is to be paid as medical allowance.
 7. AUTONOMOUS ORGANISATIONS
The word autonomy is abused by the so called autonomous organizations. It is used to exploit the employees and separate the employees from the common pool of central government employees. In majority of situations the employees are put to disadvantage by not applying the rules of central government in toto. Hence it is an appeal to the government to make it mandatory to the autonomous bodies to implement the recommendations of pay commission or government bodies without any deviation or modification.It is to bring uniformity in functioning of the autonomous organizations and government sectors.
 8. COMPARISON WITH STATE GOVERNMENT EMPLOYEES    
Service conditions of state and central staff are comapared and are entirely different.
  1. Work places of most of the state employees are in villages or small towns. Whereas work places of central staff are in cities towns.
  2. State staff is transferable within a mandal or district. Whereas central staff are transferable anywhere in India.
  3. State staff can protect their nativity. Whereas central staff cannot protect their nativity .If they want to protect nativity they have to live away from their families
  4. State staff can maintain social relations with their relatives and friends. Where as it is not possible for central staff to do so.
  5. Average financial requirement is less when compared to central staff.
  6. Pay of  state staff is revised once in five years and for central staff it is ten years.
  7. 43% rise in salary of sate staff in Andhra Pradesh and Telangana. Whereas 14.5% rise in salary of central staff
  8. The pay of employees of state government was approximately equal to central staff in previous pay revisions and now they get more pay than central staff of same cadre and the same service. As an example a primary teacher in state government  with 30 years of service is getting  Rs 93000/- as salary ( It is given in news papers) whereas a primary teacher with 33 years of service is not getting Rs 70000/- per month as salary after 7 CPC recommendations .

9. GOOD FEATURES OF 7CPC RECOMMENDATIONS.
A) Pay bands and grade pay are removed and running scales in the form of matrix is provided for clarity.
B) A method of fixation of pay to arrive at new basic pay is very clear without any ambiguityC) Resorting EL and conversion of HPL to EL
                       Hence we request you to  consider our representation and understand the problems of central staff with special reference to the teachers of kendriya vidyalaya sangathan  and  to take positive measures  to improve our financial status  and to remove discrepancies so that there will not be any dissatisfaction .
